It doesn't work because of the premise Healthcare is a commodity. I consider it a human right.
That's why I made it so it was the only way to actually feed people.
But ok.
There is a ship and some lifeboats. In the current situation, only 70% of the people could be saved by the lifeboats. One group has come up with a plan to make it 85% saved. The other group thinks 70% lets too many undesirable people get saved, so they want to change the plan to make it that only 40% of the people get saved.
Butler says helping the people save 15% more people is useless because it means everyone isn't saved. That group says they want to save more people but they aren't saving everybody. Better to refuse to help them and let the group who will only save 40% of the people win out because at least they are honest.
Also, it turns out Butler isn't on the ship at all and so won't die if he doesn't have a lifeboat.
