The chance of missing is quite high, and even if hit, the attack may continue, especially if the person is under the influence of drugs or in a highly motivated state. To guarantee immediate incapacitation, it requires that the bullet strike through and impact into the brain cavity (about the upper 1/3 of the skull), or through the skull striking the spine/brain stem. A center of mass shot has a higher chance of impacting and causing incapacitation through either traumatic blood loss or damage to vital musculo-skeletal systems, or the nervous system. They do have to be extra mindful of their judgement, because what happened in that 2 minutes, and in the 2 seconds the initial shooting actually took, will be reviewed and arm chair quarterbacked by lawyers, the media, family members, and the public for a long time. I agree, I think the cops behaved 100% appropriately up until the suspect regained his feet after being shot the first time. At that point, they should have opened fire again. Why didn't they shoot right away? There was a large distance between them which they could maintain, so they were not in immediate danger of grievous bodily harm or death. No member of the public was in the immediate vicinity, and they were trying to establish communication and de-escalate the situation by telling him to drop the knife. He even says, "We can help you.". Fire trucks had apparently blocked off the highway. They continued trying to get him to drop the knife until that point that the suspect decided to change the dynamic from safe distance to the threat of grievous bodily harm or death by running at the officer. It was the actions of the suspect that escalated it to a shooting, not the cop.
