The rules today are that cops are trained to shoot center mass to bring down the threat as quickly as possible. They are not trained or even allowed to fire a warning shot or shoot to wound. The policeman backed up quite a bit which cause the perp to believe that he was in charge of the situation and/or the policeman was in fear.

Centre of mass correct. Less chance of wild shots hitting bystanders. And only if life in danger, thus shoot to kill. If you shoot to wound then your life is considered not in danger thus you would not be justified in shooting in the first place. The cops did the right thing, but after perp went down they should have covered him and when he charged a second time should have fired immediately. One thing though - the cop in the background on the initial volley did not keep 90 degrees and was in serious danger of being hit w a stray round. Btw, some of you grizzle but you have some of the best cops in Canada. No joke. I've been to a lot of places in the world. Sure, they're not perfect but a hell of a lot better than most other places.

Headshot, in an under stress, lethal encounter on a person running at you with a knife is NOT the best idea. The head will be moving, up and down, maybe side to side. The chance of missing is quite high, and even if hit, the attack may continue, especially if the person is under the influence of drugs or in a highly motivated state. To guarantee immediate incapacitation, it requires that the bullet strike through and impact into the brain cavity (about the upper 1/3 of the skull), or through the skull striking the spine/brain stem. A center of mass shot has a higher chance of impacting and causing incapacitation through either traumatic blood loss or damage to vital musculo-skeletal systems, or the nervous system. It is likely to endanger bystanders less. Alot of people think its like TV, no matter where you get shot, you fall down because it hurts and give up. That's not reality.

In this particular case the police were far too cautious, given the number of police officers, he should have been shot dead far before any attack began.
One can only wonder why were they so lenient?
Do authority now have to be extra mindful of their judgement when cameras record everything?

They weren't lenient. They do have to be extra mindful of their judgement, because what happened in that 2 minutes, and in the 2 seconds the initial shooting actually took, will be reviewed and arm chair quarterbacked by lawyers, the media, family members, and the public for a long time. This was all from the cop's body cam, so he knows its all being captured.

Why didn't they shoot right away? There was a large distance between them which they could maintain, so they were not in immediate danger of grievous bodily harm or death. No member of the public was in the immediate vicinity, and they were trying to establish communication and de-escalate the situation by telling him to drop the knife. He even says, "We can help you.". Fire trucks had apparently blocked off the highway. They continued trying to get him to drop the knife until that point that the suspect decided to change the dynamic from safe distance to the threat of grievous bodily harm or death by running at the officer. It was the actions of the suspect that escalated it to a shooting, not the cop. If not, here are the questions from those who get hours to pour over this video:

"Why did you shoot him right away? Why didn't you keep your distance, you even had the road closed? Why didn't you try and communicate with him longer, the public wasn't in immediate danger? Did you consider that the suspect might be deaf, or suffering from mental illness? Why didn't you wait for a less lethal option to get there?". And on and on.

I agree, I think the cops behaved 100% appropriately up until the suspect regained his feet after being shot the first time. At that point, they should have opened fire again. I'm not sure why they held off at that point. Heat of the moment? Surprise at him regaining his feet?

YA, maybe a bit of both. He shoots 7 shots. That is a Glock, so if its a 9mm it holds 17 rounds, 15 if its a .40 cal. Either way, he had ammo left. Maybe he thought since the guy was wounded, he could deal with him hand to hand. Obviously that didn't work out.

Probably the police department changed procedure after what happened to Forcillo. He was found guilty on the second round of shots fired, cop was probably afraid of being charged and convicted by a bunch of left wing idiots.
