Amnesty and HRW have done a full investigation of Hamas rockets. They have had access to full information from both sides and concluded based on Hamas' actions and the direct statements of their leaders to make their conclusion.

Of course since you don't like their conclusion you completely ignore what they have already investigated and concluded. Meanwhile you don't bother waiting for an investigation to attack Israel.

And I have been clear that I judge Amnesty reports by the investigative process they use in that case. In the case of Hamas rockets Amnesty and HRW have full access to information for both sides. They note that Hamas admits that their rockets are unguided making them illegal and note that Hamas themselves. The facts are clearly established. You notice that in none of their statements do they use the word "apparent" because they have no doubt about Hamas' guilt.

Their reports on Gaza rely completely on evidence presented to them primarily by the Hamas Ministry of Health so they have far less merit and they even acknowledge that their information is incomplete.
