The bottom line is that the U.S. Government indeed wants to avoid taking custody of citizens who may be captured by allies in the future — unless prosecutors say they can be charged.

Further, Abdulrahman Ahmad Alshe_ikh had lawyers filing habeas corpus petitions, this prevented the U.S. Government from turning him over to Saudi Arabia.

By the way as to Synagogues and armed guards: the President was responding to a reporter's question. Further, many synagogues including one that likely he has driven by many Saturdays near Mar a Lago have security guards who are quite visible outside.
