how many people are in the park during the day? kids are in school and adults at work. so how big of a nuisance was it?
Parents with toddlers? Old folks? People on a day off? Night shift workers? People who work from home? I kind of figure they have the right to enjoy the park. Meanwhile there is no right to have public sex.

Discretion is the key word. If you are doing something outside of the law, it's not a good idea to do it in public.
