You say that as if there were regulations on the subject. The rule that requires ships to have lifeboats etc for every person on board came in after (and as a result of) the Titanic disaster.

In fact, the Titanic designers noted that there were a great many ships criss-crossing the Atlantic in 1912. With its massive compartments and bulkheads, there was no way the Titanic could sink -- basically not at all, and certainly not in a small number of hours. In an emergency, the lifeboats would be used simply to ferry people across, in several batches, to the rescue ships that would be bound to show up.

They were very nearly right, of course. The ship would have survived with four flooded compartments -- but not five.
