No it wouldn't. Whatever rights they do or don't have are not dependent on where they currently live. UNRWA would continue to register them and provide services no matter where they lived.

Only about one in six UNRWA registered refugees in Jordan still live in a camp, the rest have moved into normal homes and integrated with Jordanian society. There is still a lot of discrimination against Palestinians in Jordan but at least they have normalized status.

Why is the PLO keeping Palestinians in Syria, Lebanon, and the Palestinian Authority from settling?

Why was Israel prevented from providing them with better homes and land in Gaza?

You didn't care what happened to them in Syria and you don't care that the PLO has forced them to live in apartheid conditions outside Jordan.

The PLO are present in the camps outside of Jordan, and prevent the Palestinians from integrating into the host country. Even when the host country is the Palestinian Authority.

Jordan kicked out the PLO, and Palestinians in Jordan have been able to integrate and live normal lives there. They are still UNRWA registered, but they are also Jordanian citizens.

In Syria. Lebanon, Gaza, and the West Bank the Palestinians living in the camps have been denied status and prevented from integrating. They are not allowed to apply for jobs, denied access to schools and hospitals, not allowed to own property.

Israel tried to build homes for them in Gaza, giving them free land, and the PLO objected to the UN, and for a UNGA resolution ordering Israel to stop providing them with homes.

Israel is in favor is settling them it is the PLO that keeps millions of Palestinians locked up in camps.

Nope. Israel has nothing whatsoever to do with it. The camps are run by the PLO, Lebanon, and Syria with services provided by UNRWA.

Israel did try and provide homes for the refugees in Gaza but the PLO objected.

You cannot blame this on Israel, your frothing hate is going to have accept that it is Palestinians, Lebanese, and Syrians who prevent the refugees from settling and deny them status.

This could be a very bad move for the PLA. Very bad indeed.

A number of countries that feed the Pali welfare state have clear rules about funding terrorist or terrorist affiliated groups, and this merger could cost the country billions.

They seem to forget they live on the generosity of others.

They live in refugee camps because they've been ethnically cleansed from their homes and have the legal right or return.
Building permanent homes would end their status as refugees and their claims to return to their homeland.

Its Israel that has refused to honour Palestinians right of return for half a century now.
Not true at all (or if you prefer, liar liar pants on fire). In Canada we have refugees who are allowed to live where they want and still have their legal right to return to the country of their birth. Place of residence has absolutely no bearing on refugee status.

The reason why Palestinians in the West bank and Gaza keep the camps is for political purposes.

Under the UN Convention on Refugees, people only have a right to return to the country of their birth, not to the place where their great grand-parents were born.

UNRWA doesn't run the camps and don't determine who lives there. The governments of the regions control them. They provide aid and education to those people living there. Simply they are an organization providing for the basic needs for people that the PA, Jordan, Syria, and Lebanon refuse to help. It's pathetic that you criticize Israel because in a few places they don't want Arab neighbours but don't say a word about the PA, Jordan, and Syria refusing to allow people to move out of the camps (of course it's a different story for the wealthy because they moved from Israel into their Damascus or Beirut properties instead of being locked in camps).

Even UNRWA doesn't define the descendents of those once living in Israel as refugees though they do help them.

Palestine refugees are defined as “persons whose normal place of residence was Palestine during the period 1 June 1946 to 15 May 1948, and who lost both home and means of livelihood as a result of the 1948 conflict.”

UNRWA services are available to all those living in its area of operations who meet this definition, who are registered with the Agency and who need assistance. The descendants of Palestine refugee males, including adopted children, are also eligible for registration. When the Agency began operations in 1950, it was responding to the needs of about 750,000 Palestine refugees. Today, some 5 million Palestine refugees are eligible for UNRWA services.

Funny but all the camps in Palestinian territory were set up when the West Bank was Jordanian and the people were kept in camps. Many of the camps are in PA or Hamas controlled areas yet they are still kept in camps.
