I did not see any water fountains when I was there, I did see these disgusting water dispensers that people would have to put a coin in and water would come out. There would be this melamine cup chained to the dispenser for anyone to use to catch and drink the dispensed water.

Moscow and Saint-Petersburg particularly the former, and to a lesser extent Volgograd and Rostov and perhaps Nizhny Novgorod are the bright spots in an a country that otherwise a time traveler from the reign of Alexander III would not feel out of place in.
