We have Bern over this. The ACA idea was created by the very conservative Heritage Foundation as an antidote to single payer which they felt was inevitable if they did not come up with a private alternative. SCAr was a totally conservative idea but they wanted it held in reserve in case they needed it to fight medicare. The thing was Romney, a GOP governor of a liberal state needed an achievement to solidify himself. It worked and popularized Romneycare.
Obama and his backers believes they had the GOP in a trap. How could they oppose their own idea? Amazingly they acted as if they had never heard of it but the Heritage, Romney fingerprints are all over it.
