The Mayor didn't have as much power as you think during an emergency. The various first response agencies controled their people. It was pointed out during the meeting(I watched it and the voting) this really only has to do with who is the "figurehead"(councils words) to the media. Yes there is moral authority lost(which I agree with) but very little real power. The Mayor retains the power to initiate the emergency response, or choose not to. That's the real power and they didn't try to take it away because legally they can't.
Monday is the real battle. The council, as I understand it, is going to try to defund several parts of the Mayor's office. The issue with this may be that certain duties the Mayor's office is legally obliged to continue doing that require funds to accomplish may be compromised. They can't take away the powers so it may be ilegal for them to do this.
All in all the general reaction of councillors seems to be "we hate to do this but we have to".
So now the question is this. Do we want council to have this power? To unilaterally be able to change election results in essence. Look I realize why they are doing it in this case. But I'm very leery of the concept. And I'm betting several councillors who voted these measures are too.
I wonder if some of the voting may be different on monday....not in support of the Mayor but how this civic democracy works.
I'm not sure which council meeting which you stated that you saw, but:
1) The Mayor has had his powers to declare 'emergencies' and to direct resources in response, DELETED and now delegated to the Deputy Mayor.
2) The Mayor still RETAINS the right to be a 'figure-head', albeit a disgraced one, in representing the City of Toronto at events, functions, delegations, foreign trips and other such 'figure-head roles. The council could NOT legislatively and thus legally strip him of these duties. If they could have, they would.
There are only three areas that council has the legislative, legal and thus DEMOCRATIC right to act in regards to the Mayor :
1) Emergency declaration and response given to the mayor council. (Deletion of the rights enacted by council 11/15/2013)
2) The rights given to the mayor to appoint/remove the Deputy Mayor, and members of The Executive Committee, Commissions, Boards and Agencies etc. (Deletion of these rights enacted by council 11/15/2013.)
3) The budget allocations. (The budget allocation to and resources for the Mayors office will be drastically slashed and re-allocated to the Deputy Mayor's Office on 11/18/2013).
