It functions exactly the same way as the non restricted one. However it is restricted because the general population aka people like you, know nothing about firearms and instead pretend to try and solve the problem by making one restricted and one non restricted.
for the record both are semi auto
both have capped magazines
both fire the exact same bullets

Those two rifles have the exact same capability, use interchangeable magazines with the exact same ammunition and exact same number of rounds. But one is based on the AR15 design so it is restricted, while the other has a different type of gas system and bolt mechanism so it is non restricted.I don't have an opinion on this rifle or have enough info about it to comment.
