Already identified as William Schalerett, but I believe this pic was taken from the classic Season Two episode of Star Trek, The Trouble With Tribbles. He played Commissioner Baris, manager of the Space Station (K7 I believe) that was eventually overrun by Tribbles. His portrayal was very similar to Colonel Klink on Hogans Heroes.

Now if you will all excuse me, I need to find an SP that looks like Uhura and Counsellor Troi.
