TORONTO — Ontario's Liberal government won't say how much it will cost to start the long-promised rail link between Pearson International Airport and Toronto's Union Station with diesel locomotives before switching to electric trains.

Local residents in areas where the train will travel say diesel is old, dirty technology that will add to air pollution and make people sick, and want the 23.3- kilometre link to be all-electric from the start.

However, the government wants the rail link operating in time for the 2015 Pan Am Games, and that means starting the new Pearson-to-Union line with diesel trains, said Premier Dalton McGuinty.

The premier said the province was "taking advantage of the latest diesel technology," but he declined to answer repeated questions about the additional cost of starting with one type of train and then switching to another.

"Certainly what we're about to do represents tremendous progress given the existing alternatives," McGuinty told reporters Monday at Pearson Airport.

"It's a new option, it's a clean option, but we think we can in fact -- over the course of time and in an affordable way -- move to an even cleaner option."

New Democrat Jonah Schein represents Toronto-Davenport, a riding that will be bisected by the new airport rail link. He said the area's 300,000 residents don't want diesel trains belching additional pollution through their neighbourhood.

"People in my community of Davenport get a diesel train that is going to make people sick," said Schein.

"There's child care centres, there's seniors centres there. They don't want it, and they don't get served by it either."

There won't be any local stops in Davenport as the trains head between the airport and Union Station every 15 minutes. Each one-way trip is expected to take about 25 minutes with fares slated to be set in 2014.

When pressed on the additional costs of starting with diesel, McGuinty would only say he was confident changing to electric would be affordable.

"We'll do it over time," he said.

"We've also done it in a way, so they tell me, the track and the cars are all adaptable for an electric locomotive."

The premier should tell taxpayers exactly how much more it's going to cost to start the airport link with diesel trains before switching to electric locomotives, said Schein.

"I heard him not answer the question about how much it's going to cost," said Schein.

"I think we need to be prudent and do it properly. I don't see the point in spending money twice."

McGuinty was at the airport to announce $128.6 million in contracts for a three-kilometre spur line near the airport and a new passenger station had been signed and construction would begin in the spring.

The connector line will link the Georgetown GO line to the airport.

Last year, the entire new rail link between Union and Pearson was given an estimated price tag of $300 million. The government wasn't providing an updated figure Monday, despite the fact the short spur line would eat up more than one-third of the original cost estimate.

Experts predict the air-rail link would eliminate more than 1.5 million car trips to the airport in the first full year of operation.

latest diesel technology? how fucking 'latest' can that be? here we are hoping to make the world more sustainable and push green technology.

is this going to be similar to the so called few decades old latest 'submarine' deal we got from Britain?

Good to have a rail link, most major airports have one, Heathrow, JFK, Philadelphia, Logan, Kastrup, CDG etc. . .

But too many stops and too long to travel.

I think it should had been built many years ago. Its the main airport, link it with Union Station--how many cities-but not all are. The airport does get enough traffic everyday...as for the pollution, well there be less taxis going back and forth.

Electric is still new, lets not rush in to it. The technology will be better in ten-twenty years

What the fuck is Kipling station???? GEEEEEz. i live two hours out of town. I want to take a nice VIA rail train into toronto, then transfer directly to a rail system that gets me to the airport, Same thing on the way home in reverse.
I dont want to be stuffed into a stinking TTC car with a whole bunch of unhappy looking worker drones and all my luggage. This rail commute to the airport isnt just about whats good for torontonians, its to serve all ontarians who are hoping to get to the airport and not have to drive thru gridlock, nor deal with exhorbitant parking.

i dont want to go to no fucking kipling station, nor do i suspect most out of towners would be keen to have to go slaggin it on the freaking TTC

Actually, work started about a year ago with the bridge contracts.

The train will follow the Weston Subdivision from Union Station moving initially westwards out of Union, then breaking northwestwards.

Major Bridge works are:

Strachan - only recently awarded. Massive job as the tracks need to be lowered some 8 metres I believe. Will take forever.

Queen (just east of Dufferin) - completed

Lansdowne (south of Dundas) - completed

Brock Avenue (north of Queen) - completed

Bloor (east of Keele) - completed

Dupont (at Dundas) - completed

Toronto West Diamond Grade Separation. - been working on it for 3 years. Last contract only recently awarded for 135 million. Construction is yet to start

Black Creek south of Eglinton - only recently awarded and is already in lawsuit territory

Dennison - awarded, but slow to commence construction and also is in lawsuit territory (same contractor as Black Creek)

Humber River and Weston Road - awarded, but only just started. Also in lawsuit territory.

Lawrence between Jane and Weston - awarded but only recently started.

Eglinton (east of Weston) - not yet awarded


The work involves adding 3 additional tracks to the singular track that is there already. 2 of these tracks will be devoted to the Airport link with trains running back and forth continuously.


I don't know if there are to be links at Eglinton and Black Creek (for the LRT) and Bloor GO Station (east of Keele) but I would expect so.

This line does not run anywhere near Kipling station, so that won't work.

The GO Transit Weston Subdivision is the only track that runs out by the airport. (It was formerly owned by CNR and GO Transit bought it a few years ago because CN no longer ran freight on the lower part of the Weston, though CNR retains ownership north of the airport.

There is no way in hell that this will be done in 3 years. Sorry.

This seems to be a provincial initiative much like GO Transit and does not really include the TTC. Union Station is also the central point where Long Distance rail travelers embark and disembark.

Also, more likely to justify $20 per trip to Union Station than to Kipling.

We desperately need a permanent mass public transit link from the airport.

My initial thought is that it would have resembled the current monorail that works within the airport between terminals or some form of light rail above ground or in the sky, that would be linked to the subway system via Kipling or Islington.

Zah and all those other Limo and taxi companies that have hefty exclusive contracts are not going to be too happy once the system is up and running.

It somewhat depends one what type of electrification they are using third rail or overhead catenary certainly the later can be installed while diesel trains continue to run.

The system is being designed for overhead catenary at the current time.


Another logical idea was the idea that was floated in the early 90's:

Eglinton subway running all the way to the airport.


There was a GO Station proposed to be built at Eglinton and Black Creek (when the Eglinton line was killed under Mike Harris, the tunnels were filled in with sand and that property on the south west corner was sold to Loblaws - who subsequently opened a "No Frills" store. Yay.)

There is however land still available on the northwest corner (sort of - there are many obsticles) where the old Kodak plant was.

The idea was to run the Eglinton subway right out to the airport with a link at Black Creek and Eglinton (GO Station) where GO commuters could make the jump and vice versa, those who wanted a direct route to Union Station got off Eglinton and hopped on the GO Train to Union Station.

Needless to say, all this went right in the toilet.

If they provide a link/connection between the new airport GO rail line and the LRT (as JTK mentioned) near BlackCreek that seems like a reasonable solution, although it won't do much for the people in Etobicoke.
If they can get off at Bloor (east of Keele) they could catch the Bloor line going west.

As far as all the crying about Diesel from some of the local residents, I'm not too worried about it.

Modern Diesels are very clean and they only spew smoke when they are accelerating hard. If you've ever stood on a bridge over the tracks when a locomotive goes underneath there is no perceptable smell or smoke.

New? The electric motor has been around well over a century and is essentially the same today as it was then, it's THAT good. I don't see another 20 years bringing us any major leaps on an already perfected technology.
