Sheila Fraser in three reports, 2003, 2006, and 2008, that the third party administrator system does not work. Apparently Gull bay is proof of that. Does anyone in the government know how to read?
I'm not sure that result is surprising. If consultants and accountants could successfully manage companies, they would be too successful to manage someone else's company. Lots of companies go into receivership, and very few of the appointed managers restore them to profitability. Receivership is about sucking the bloodied corpse dry. I see no reason why a third party manager on a remote Indian reserve would be any different.

The root problem is that the Indians are living in places where it is harsh and expensive to live, and their is no local industry to support the population. The life expectancy of a population is higher in a city for a reason. Urbanization is an unstoppable world-wide trend. Hunting and subsistence farming no longer pays the bills. It doesn't matter who you are, or where you are in Canada.

If you expect the government to help, they will shaft you: native and non-native alike. Small Newfoundland out-ports are not easy places to live in either.

Much of what you say is totally true, but the tragic part is that the government thinks we buy their story. It's the classic, 'we from here from the government and we're here to help you.'

Once more the Conservative give lip service to the plight of the First nations, as they aren't really making a point of making sure the first nations around the west coast of James and Hudson Bay get a crack at the jobs in the Ring of Fire mining development or entrenching mineral rights to the landholders. There are potentially 5000 jobs and $3billions in development and the locals are being shoved a side. Similar development and positive local development was a major key to the east coast bands on James Bay and Hudson in Quebec for their prosperity. Another hollow promise by the redneck Feds.
