Ahhhh yes....Answer time....

What did the Pope's librarian say when he first saw the rings around the planet Saturn?

Galileo first observed Saturns rings in 1610, and he thought they were ears (like a jug's ears) or two moons on saturns sides. But he was sensible.
The Popes librarian on the other hand genuinely believed that it was possible that after Christs's ascension, into Heaven, the rings of saturn were where he put his foreskin.
His name was Leo Allatius (1586-1669), and whilst he was a learned fellow he did have some strange ideas and wrote an essay on the subject - 'Die Praeputio Domine Nosri Jesu Christi Diatriba', or; 'A discussion of the foreskin of our lord Jesus Christ'.

That being said there are some 18 relics claiming to be the one true Holy Foreskin.....

And how were those rings actually formed?

There is no definitive scientific answer as to how the rings were formed.
There are two major theories, one being that the rings are formed from a moon that was hit by something or otherwise disrupted. That being said, it is thought they are amost pure ice.
The other theory is that they formed as part of the planets formation. it is thought that they are held in place, at least in part, by the gravitational affect of the 60 or so moons that Saturn has.

What actor has played the most star trek characters?
Depends if we are talking TOS or the whole Star Trek franchise.

Michael Dorn by far has the greatest number of appearances throughout the franchise, but most of those are as Worf.

As for actors who have appeared as different characters, the concensus of the Star Trek area of my trivia collective is that Vaughn Armstrong has played the most different characters, but Jeffrey Coombs has had the most recurring characters.
