If you want to bring North Korea to the bargaining table, begin evacuating Seoul and moving all those civilians to a location out of reach from North artillery.

The South Koreans did try to relocate their capital from Seoul, roughly 65 km south of DMZ to the South, albeit not to Pusan. The idea never flies thanks to the shortage of money and petty Politics.

As a matter of fact, if I could recall, almost one-third of the South population are under the North decrepit yet numerous artillery range. The South Koreans are just too smart to reside Inchon to Seoul Metropolis corridor, totally exposing themselves.

You could say South Korea is at fault too.

I don't mean permanently, I mean, just as a temporary measure. The point would not be lost on the North Koreans--it would not take more than a couple of weeks for a combined US and South Korean offensive to wipe out their ability to harm anybody. The good citizens of Seoul could then return home.

Up until now, America is known to be blindly optimistic on everything and hence the Americans are prone to take oversize risks in order to chase the dream. Wanton risk taking is in the blood and any miscalculation or colossal failure would not be considered a "failure".

Instead, too many times the same individuals would get the compliment to take the chance and hence one must be encouraged to work harder, thus taking more risk. America simply cannot resist story of making a comeback, say Donald Trump.

Too bad there are limits on this blind "American Exceptionism" and the crash in 2008 is in a way to signal it's time for America to face the music and bear the consequences.
