The non-addicts are not having gay sex in exchange for free rent, and nobody wants to touch them with a 10 foot pole nor is anyone going to allow them into their home under any condition anyway.

She is too young for social assistance and even if she was old enough, the process is long and finding a cheap place for rent is almost impossible, even for those who have full-time jobs.
Nobody wants to rent to a young female on welfare and finding a job is difficult when you have no home.
She sleeps in the streets.
She begins to panhandle and one day a man offers her a place to live in exchange for sex. It is getting cold out and she feels this is her only option.
Voila, it happens! No addiction, no severe mental health issues. Just a desperate young girl.
The same can happen to adult women with a few points mentioned above being tweaked. I will write an example for this below.
