I have a good friend who refers to his state as "The Peoples Republic of Massachusetts".

We have NPR and PBS, both with a similar bent but with very high quality programming - I listen to NPR every day.

I have abou an hour and ten minute commute. I listen to the CBC on the top of the hour and the rest I listen to either NPR out of Vermont or NY.
I have to say though that the quality of the CBC programing is very good and at least on par with NPR, but unbias...no way.

NPR is as close as we come to BBC, the problem is that many local NPR stations opt for stupid music programs instead of interesting news and analysis. Like there's no place else to here average music.

NY is 89.5 and Vermont is 107.9 that is in Ottawa. It might be different in TO.
Your other option is satelite radio.
