I am skeptical.

The dog is only choosing between the two middle tiles of the row that are closest to him.

So as long as the correct tile is one of the two middle tiles, the dog has a 50% chance of being correct and eventually through chance will choose all of the correct tiles.

Or there could be another person behind the man we see, who is directing the dog which paw to give.

THe dog chooses tiles in the same pattern every time. Not to mention how many times they filmed it to get it right.
