Looking for suggestions/comments

We negotiated a 2% wage hike a year ago
2% in 2021
2% in 2022
No one noticed until a month after the 2022 hike was supposed to kick in that we never got the bump.
When confronted with it Mngmt's excuse was
"We decided to hold off on the raise so we could figure out if we could give you more because of the COLA..inflation and so on..with the provincial government picking up the difference."(we're provincial).
It's been months and no raise yet!
So what's the next step??
Is this a case of Unfair Labor practice worthy of going to the MOL?

Aren’t you unionized? Wouldn’t this be an issue for them?

A collective effort is required for sure. I don’t know how you take the province to the labour board.

Do you have the negotiated increase in writing, both signed by you and the company?
If so, contact an employment lawyer. This could very well be considered a constructed dismissal.
At the very least you should send a written letter of protest to management that you officially do not accept this action by them. This then makes it clear that you never agreed to the action, and makes it legally harder for them to do it again with the argument that they set a precedent by you accepting when they did it before.

Corporate greed at its best. Economics out weight the 2% raise
You realized that the employer was the government, not the corporation, right? (see post #4). Also, how do you feel about the 1% limit on federal employees salary increase that is going on for a few years now? Government greed?

Got it. He is in a deeper pile of crap now trying to fight the government. Years of litigation and excuses.
And yes to government greed on the 1% limit, unless the government is broke.
