1-Boot into dos
2-Rename windows to something else.
3-Use a different device to get the windows 10 install file and copy to a usb.
4-Enter bios, change boot order to the usb first and install. Make a new windows partition, or install to a connected external drive.
The file structure on the other drive should appear.

I don't want the old data (not mine). I already have a fresh Windows 10 downloaded on a USB key. If I install a new HD, I suppose at some point during the Windows 10 installation process I will have to enter the COA license number from that little sticker on the side of the desktop?

Uh, shouldn't. I mean, windows 10 is a free upgrade or free install.

The problem would be if it cannot find an old version to update, yeah.

Try googling the location of the stored passwords and changing that file / directory name in dosshell or dos.

For all the hassle: what are the specs on the hardware from the bios (cpu, ram) and the installed hardware components. Maybe it was junked due to catastophic h/w crap out. Does it power up? Smell like a burning squirrel tail after ten minutes? Randomly reboot?

Or, jump on C L or K1j1j1 and look for someone giving away a win7 or 8 disk with license. Install it, then use the 10 on usb and erase the drive / partiton over it. That always works. Or ask a friend going to school who has never used their free windows 10 licence to give it to you. Works for a few years. I need all 5 devices still and they stop working in four months anyway.

1) Downloaded Windows10 from the Internet to a USB key.
2) Installed on the computer
3) Don't care about loss of data because not mine
4) Tried it out a few times, seems to be ok
5) Went back to using my other computer with Win 7 because of familiarity.

If anyone else is interested, I use Hiren's boot Disk. Totally free. Just google it. It comes with a lot of useful tools too.
