Pretty much as long as you have a major CC then all hotels are SP friendly. The better quality ones don't allow people to check in without a 'real' CC (that means no pre-paid CC's). If you have a major CC, your money's as good as the next persons to a hotel.

Most of the major hotels require a real CC. However, some of them if not most will allow you to pay by cash at checkout resulting in No actual charges to the Credit Card.

Ramada inn Casino in Hull sector (near the Casino) is quite good too... Convenient and lots of free parking...

I don't consider $110+ for one night, one room exactly as economical (I must acknowledge I don't have experience with booking hotels).
A few comments:

One, I have found that Hotwire deals in Ottawa are not as good as say Toronto, Montreal and Vancouver.

Two, you don't have to book far in advance. In fact you can bid the same day on hotwire.

Three, you shouldn't limit yourself to only 4* hotels. There are some mighty fine 3* and 3.5* hotels around. Sometimes even the 2.5* hotels are very nice as well. Quite often the best deals are in the sub-4* hotels.

Four, if you are looking for an even better deal than hotwire, try priceline. Used in conjunction with betterbidding.com you can usually beat hotwire prices by a good 10-20% on the very same hotels.
