Can a tablet be a good substitute for a laptop? I currently have a 7 year old laptop which I use at the library to download photos and videos using their free wi-fi, then I transfer the pics and vids to my desktop when I get home.

A tablet would probably be weaker/slower than your 7 year old laptop and cost more, making it a bad choice.
Your pushing your luck with a 7 year old laptop.
Better off getting a brand new laptop for ~$300
