I called Toyota today and they wanted 150 for a car key that has a chip in it. There are some guys on kijiji that will do it cheaper..but I didn't connect yet where are you getting your duplicate keys from? Thank you
There appears to be a trick where you glue the chip near the keyhole then you can get a regular key cut.
Toyota has a little chip hidden in the black part of the handle when you insert the key it unlocks the start engine. The chip in the key has to be programmed.

I never bought one, but I did see a display at CDN Tire offering key fobs, you might try there or e-mail Pep Boys below the border and see if you can have it done there.
So, Phil C. , the old Trabant still chugging along, eh?
I don't want to, I just want a duplicate of my key without paying the $150 plus tax at the dealer. There is a way of programming the chip with a scanner or something, I can get the blank key for 13 bucks on the net .

ebay it.
get the chipped blank key and take them to a locksmith that can cut and program it. You have to have an original to clone. I did this for my Caravan.
IIRC it was around $60 total.
There is a defeat feature in the Toyota/Lexus systems where if a chip is near he ignition for too long without the car being started the system shuts off. ( It is called a cold soak code ) After checking the internet and finding the cheapest original key to cost $60-80 US without shipping or programming, I have come to the conclusion that $150 CDN is cheap and the best way to go.

A long time ago on As It Happens they interviewed a guy from Britain who dropped his car key, the fob came out, and his dog swallowed it. So he had to bring the dog with him in the front seat every time he wanted to drive. Then every time he had to walk the dog he had to check the output in search of the key fob. The interview was frequently interrupted by laughing from both of them. Eventually the output yielded results and he was able to return the fob.
