I just returned from my second trip to San Jose CR and found it to be a hobbiest paradise. I met two Americans who have retired down there.

Cheap
Tropical Weather
Decent cheap health care
Extensive women - cheap or free
Language is fairly close
Thailand is only 1 hour away if you are bored
Cultural closeness
Infrastructure is adequate.

Just stay away from manila - it is fairly expensive.
