From my personal experience the feeling and "time to refill" didn't change from before or after the surgery. I have to admit that I'm not a big fan of using dams when going down on a girl: so much of the experience (smell, taste, texture) is lost when using them. But they are the next best thing for those who want to minimize the risk of infections. I don't mind them as much when being on the receiving end: the sensation is definitely different, but not necessarily in a bad way.
They are also great for those who are into rimming but are concerned about the high level risk of bacterial and STDs infection with this particular activity. In this case too, I find them more annoying from the giver perspective -- from the receiving end, the sensation is different, but not unpleasingly so.
