Attention and validation. Same reason many people drive around in Lamborghinis. Except those with Lamborghinis have the money to buy something actually impressive.

Some people think it's cool to drive their cars around town with loud, aftermarket exhaust systems. They'll shift at high RPMs to make it as noisy as possible. Some even change the engine mapping so that the exhaust produces a very loud "pop or crack" each time they shift gears. These people are idiots. Racecars don't even make those ear piercing noises when they shift. While a performance exhaust can increase HP, the benefit is really only noticeable on a dyno or the track. It has no benefit to a road-going only vehicle driven in the city. These guys are just compensating for having a small penis.
Typically you're run of the mill Lambo, Ferrari, McLaren etc. equipped with stock exhaust, isn't that loud. It's an aftermarket exhaust that increases the dB.

my dog freaks out when these loud cars drive beside us in fact I freak out too and normally yell out stfu they shouldn't be allowed that loud IMO
You have to add the motorcycle owners who buy a new bike and ditch the stock exhaust for the loudest pipes they can get. Douche on my street let's his bike idle for ten minutes then gets on it to only rev it another dozen of times before leaving.

Excessive noise is illegal. Under Ontario's Highway Traffic Act, the exhaust noise limit is 95 decibels. A police officer with a sound meter can tell you if your car is making too much noise. The fine for excessive exhaust noise is $110 plus 2 demerit points.
But there's only so many police around. So unless the same car is creating excessive noise in the same area, day after day, they'll likely not get a ticket.
Motorcycles can be just as bad, esp when revved really high. We are very close to both a major hospital and the LewQ bridge, so we get ambulance sirens and Jakes Brakes more than most...
Some cars are just crazy loud and that is truly annoying. But if you have a performance vehicle like I do you want to hear the exhaust note. Sort of like this
Some guys take out the whole standard exhaust system and replace it with a free flow exhaust. Sounds great slowing down and downshifting through the gears
