Interesting how many of your exceptions are so because they actually break into two syllables between the E and I. Or likewise, between the I and E following a C. The rule obviously covers the diphthong only since it assumes, I suppose, that's all we need help with, and that we can manage the syllable-breaks phonetically on our own.
