Few tips to help you out.
1. Book only out-calls to North American 5 star hotels -

I was in Hanoi Feb 2023 - The international SIM that they sell you in the airport does not work well. There were issues around data, or calling any phone number, and then calling numbers from the listing website wasn't useful as well due to language barrier - other side was hardly able to understand me, and then I got duped by one agency - he definitely over charged me for VitenamEuro list worked like charm - met 4-5 very young girls and they all loved their profession, so it was fun. I think those three tend to target Americans.
I doubt that they negotiate, although their longer-time rates might be relatively more reasonable than their short-time rates are.

I mentioned this in another thread but I was taught to go to karaoke bars and get a room and some companions. You can usually convince at least one of the girls to do an outcall after their shift is over or you could tip the boss owner to take the girl with you. 10 years ago, I paid about $150 to have the girl until sunrise at a love hotel.
