Yes. I know there's a bunch of Linux software that does just that-- Since the libraries are free and open, there should be good free alternatives for Windows. Whatever software came with your burner probably has a tool to do that as well. Off the top of my head I don't really know what the best free alternative for Windows is. I think I put CDBurnerXP on some of my family's Windows boxes, but I can't recall if that does what you want (or even if the program has gone evil in recent years). Google is your friend.

Yes it is. h264 can also be encoded at various bitrates for both video and audio. Most video recorders (camcorders, cameras, etc.) record at the highest and uncompressed quality possible. After transferring the video to a computer you can very likely re-encode it at the same quality but smaller file size (and likely easier playback for older devices).

Absolutely right the right software. Mind you that you would be losing quality going from high definition to the standard definition that is DVD. I've found that the most simple way to share videos is to just upload it to my YouTube account and set it as private URL shared only.
