It sounds like you might have phimosis: A condition in which a grown male cannot retract the foreskin at all or can with much pain. And if there's a lot of pain, you shouldn't be forcing it; the result ain't purty' and often required emergency dorsal slits or fullblown circumcision without anaesthetic due to something called paraphimosis. See a doctor, they can give you topical steroids that you apply to the tip of your foreskin. After a while, tada! Retractable skin and visible sausage!

Too see a urologist you will likely need a referal from your family doctor - most specialists require a referal to see them.
