1. When I passed the border to Buffalo, I was interrogated by American Border Guards

2. When I came back to Niagara, I was interrogated by Canadian Border Guards.

Where and when are the 10,000 Canadian soldiers going to search the travellers anally?

Sorry to rain on the parade of those discussing these legalities, but meaningful and lasting international trade agreements are never going to be settled in a court. You can knock down solutions to trade (and related) international issues, but the court process won't find or implement a solution. Rooting for the legal process to step in is rooting for problems to remain unresolved.

And, from a practical perspective, such sophisticated international parties never need a legal process to resolve these matters. Ever.
