An interesting analysis of the costs.

According to the analysis:
A rapid processing of 3 days (arrest, trial, deportation) would cost $115 billion
A month long process $185 billion
A year long delay, just over a trillion.

Maybe the idea of amnesties for non-criminals has some merit.
