From what I understand, TV and film productions negotiate an incentives package for each production. I would presume the production comes to Canadian film commissions with a budget of how much it will spend and hire locally in Canada. The film commissions also provide some on-the-ground services.
I'm sure there are some incentives and negotiations over certain commodities but that would be a blanket agreement.

The govt basically has a standardized tax subsidy package. The city will help facilitate road closures and other filming permits, or the Province.
They don't have to worry much over hiring. We are considered to have superior crews, extras, bit actors, and available rental equipment and side services.
We didn't raise these issues because they didn't raise them either. Both sides worked together. Trump is now hurting that cross border cooperation.
This has nothing to do with border security. It's a distraction. And just plain stupid policy.

Canada has always complained about the guns coming over but they know, it's up to them to stop them, just like it's up to the US to stop what comes through their border. Especially when the country's border is very safe when someone with half a brain looks at what is going accross.
