Speaking as someone currently in Amsterdam, no. It’s not even close. Ok, we have legal weed now, but the commercial sex scene is not even in the same ballpark. Toronto should never become another Amsterdam. Its perfectly fine as it is, if it ain't broke don't fix it.

Before I gave up the verdura, I made four trips to Amsterdam. On the last two trips I didn't even bother with The Red Light District. If you walk through it sober you'll notice how dirty and seedy it is. The narrower lainways are claustrophobic and smell rotten. The canal that borders it isn't well drained and smells like shit during the summer months. What's worse, unlike Paris, you can't have a picnic in its parks. They look picturesque but if you sit on the grass you'll get stabbed in the ass by discarded syringes. Decriminalizing soft drugs doesn't mean the problem goes away.

At least in Amsterdam you can buy Kashmiri hash without getting arrested, it has flecks of opium in it. I tried mailing some back on my last visit. It wasn't a problem before then. Any city in North America will never be an answer to Europe. You guys are comparing apples to oranges. Difference is the lifestyle, thinking and attitude towards life, sex in general. We can not match Europe.i have live in dozen North American cities and I can state that montreal is nearest to Europe in terms of openness. I lived in Toronto for two years. Been to Amsterdam briefly but didn't try out the RLD.
