Its not against the law for a male to take their top off in public, so it will be interesting to see which way the cops go on this arrest.

Both girls are actual Service Providers, although it says "artists"!

It is not against the law in Ontario for a woman to take her top off in public.
Once you leave Ontario or even worse on a plane, the game changes drastically.
I do not know the laws outside of Ontario.
Disruption on a plane and you are just asking for trouble, especially since 9/11.
