Breasts are parts of our bodies, they don't exist soley for the purpose of men to stare at. Perhaps when analyzing this situation one could consider that it's not all about men getting pleasure from looking at them, but women gaining comfort and security from being allowed to be safely nude in public without being ridiculed/harassed. That's not to say that one isn't allowed to look at them and appreciate them, but do remember that there are reasons why women hope to gain acceptance for being topless in public that aren't simply wanting to deprive men of pleasure.
