Lets say we figure out a date when most people could have been double vaxxed. Make that the base line.
Then when you send in your 2021 tax return you include proof you were vaxxed before that date.
If you cant show vax proof by that date you are accessed a surtax that is expressly collected to fund medical facility increased costs to deal with COVID.
Because by now this is very largely a pandemic of the unvaccinated, and while kids 5-12 have not yet got the shot are a bunch of covid cases, they are largely not the ones in the hospital. .
I know the above would never fly in Canada, but it was just me musing of a way to let the unvaxed put their money where their mouth is.

Assuming you mean the freedoms that eventually became the Charter, clearly those that all fought and died did so for Section 1 of that Charter as well as all other sections.
