In Made in America, Tony broke the code of execution: No target shall be dispatched in front of his wife or mother.
To me, this is the key to figure what happened, Chase says "it's all there". This is the classic "eye for an eye" type of mentality that pervades the mob. Not only did they whack Phil in front of his wife but also his grand-daughters. Big no-no, not acceptable, not even for these low-lifes.
That goofy eyed scumbag wouldn't think twice about reneging on his deal ... he told Tony he couldn't go there but told him to do what he had to. The way the hit on Phil went down would make most wiseguys want to take out Tony in front of his family, regardless of any deals. And that scumbag hated Tony all along and would love to take over the whole Jersey gang.
If they were trying to exact vengeance then it would be no big deal to tail Tony until the time was right, after all he had no suspicions. Although if he was thinking straight he would have to know that after the way it went down with Phil something had to happen. But after watching it a few more times I switched from hoping he made it to being fairly certain he didn't. Maybe someday Chase will tell us his intent ....
If they whacked Tony they most likely let AJ and the others live. Since AJ has always been a pathetic runt they wouldn't regard him as a threat, but of course they should. And since AJ seems to be strengthened by the spectacle of his SUV blowing up he would be a candidate for a movie or even a new series down the road. He had his awakening and with some guidance could be groomed to try to step in his Dad's shoes. He'll probably fuck that up too *lol*
