I think not showing up for the terms of exile negotiations was smart. Things would have been said, implied, or perceived that would have caused permanent scars. This way there is an option for a dignified reunion.

He could have built a good life for himself in Vancouver. Instead he's stuck in an infected shithole like LA. He doesn't want to lose face with Tom Hardy by asking him to open some doors for his wife - even though he easily could. Now he has to ask his family to pay for the multitude of lawsuits he and his wife have drummed up. He's in for a theater of pain.
