It makes he stride longer, but it also requires more powerful muscles to provide the torque get those long legs to move as fast as shorter legs. This helps to explain the generally slower start from Bolt - more strength needed to overcome the inertia of longer limbs. If height alone was an advantage there would be taller sprinters winning more often.Bolt looks like the tallest dude on the track, wonder if this gives him an advantage over his competitors.

Several years ago an Indian sprinter named Dutee Chand filed a lawsuit against the the IAAF over gender verification tests. In her claim, she was born a woman and identifies as a woman, the fact that she was being tested and men were not was discriminatory. It was a very easy case to win, the IAAF were caught totally unprepared. Now athletes who are born men but identify as women are taking advantage of the ruling.
