I know both Japanese and Koreans work hard and also play hard. Which means a lot of alcohol consumption. However, I'm not sure how much drinking they do in the household they seem to be more binge type drinkers to me. I could be wrong tho.
It is the household consumption, which is the binge and high volume steady drunkards not the bars and restaurant consumption that is the key factor in some countries giving the Eastern European nations the lead in alcohol consumption per capita.
In Russia there are people drinking hard liquor at lunch time or even coming to work drunk in the morning according to some expat Russians that I met in Toronto.
Koreans and Japanese “salary men “often drink in the evenings until midnight with the boss and coworkers in Izakayas and host bars and are able to show up to work on time the next day.with productivity levels double of other Western countries.
It is a common site to see inebriated Japanese “salary men “ sleeping on the subway train on their way home in Tokyo or Osaka after midnight.

In N. America, and hard liquor sales among young adults is trending down.

The LCBO did some surveys and research prior to the pandemic, for marketing purposes. They determined that 75% of retail sales were consumed within 4 hours....
So much for the image they portray of well dressed citizens stocking up for the Holidays or for an upcoming dinner party. 75% of customers buy it, slam it back and
chuck the empties. On another note, I know of two bars that actively purchase stolen booze. $20 for a 750 ml bottle of liquor is the going rate. Regardless of sticker price.

The LCBO has the American booze pulled from the shelves and in warehouses but some of it is going missing perhaps to the bars that you mentioned. It wouldn’t be worth it at twenty bucks for the LCBO shoplifters to deal with kind of bar.
