I have heard that the best Chinese restaurants are full of Chinese people. It seems to make sense. Can anyone verify this to be true?

Unsafe practice in one area is unsafe practices in other areas? How does China grow its food? Didn't food produced in China kill a bunch of dogs and cats in North America (unsafe for dog is also unsafe for human?)?
