I think practically anyone here would happily pay $5000 to get a discharge instead of a $500 fine. I myself would pay $50000 to get an absolute discharge instead of a $500 fine, since an absolute discharge isn't considered a conviction by the US border services, whereas a $500 fine (or conditional discharge) is considered a conviction at the border, one that comes with a ten year ban on entering the USA.

Wrong on both counts. Any discharge is still considered an admission of guilt and is treated the same as a conviction by the U.S. border authorities. If the crime is one of moral turpitude the traveler is banned for life, or until a waiver is issued. There's no "10 year penalty"
