No one would blame a cop for good judgement by not using lethal force when there are civilians in danger.
Yes the assailants foot is moving, but at 5-10 feet distance sending a double tap to each foot would find its mark in the foot, ankle or shin.
In the video the gun was shot out of the assailants hand with a special compressed metal powder bullet. Police should be given more non lethal tools and options. A lawyer told me that it is easier ( for the state ) to use deadly force. An injured perp might sue and/or cost the state millions for life long hospital care.
