the first small surplus (2 B) in 15 years does not mean shit as the rollover of maturing debt at much higher rates is going to increase annual interest expense by up to $15 B ($380 B *4%)

The taxpayers Federation has an even higher debt burden for the province (likely due to adjusting for off balance sheet liabilities)
