Because there's an old saying: "Don't burn your bridges, because you will at some point need to cross them again".
Cutting off the US would be the worst move Canada could ever make, because say in 4-8 years the Democrats take over again, they might drop tariffs altogether and we can resume business as usual again with America. But if you burn your bridges that will become much harder.
There's also military security we get from the US. What if Russia decides to attack Canada through the North Pole.
Do you think the US will come and help us after we've severed ties with them?? Unlikely.

We should take non tariff measures, supply manage the oil aluminum and nickel. We should also put a 25% tariff on US oil imports and see if Orange plague dares to hit AB oil with a 25% reciprocal.
