Get a student in fashion design to make you a suit if your budget is that tight.
About 10 years ago I was dating a Toronto designer who had by that time produced a small number of suits. I spoke to her about her suits and realized that she was not aware of a concept of working buttons. I took her to Holt Renfrew and to Harry Rosen to show her how a proper suit should look like.
So what I wanted to say..yes, I don't believe a student can make a suit.

Relax, red's style is in his sense of humour. Otherwise he still wears white socks with a fancy suit.
his comment was quite appropriate though

IF you can wait until they are back in town, Maxwell's is a tailor from hong kong that comes around twice a year to the GTA. I had a couple of custom suits made there for about $400. I think they are made pretty well and I have no complaints. You can also get custom fit shirts for about $70 each.

I have used these guys for Hong Kong made-to-measure, and the quality is pretty good... I know that you DO get what you pay for, but these guys are okay - you just have to wait for delivery for several weeks. Honest & dependable - my first shirt did not fit properly, I sent them a pic and they made corrections and sent me a new shirt at no charge. Suits all fit well, and so did the shirts after the correction.

EMPIRE INTERNATIONAL CUSTOM TAILORS –HONG KONG
To book appointments visit their website at (www.empiretailors.com) and click on "Tours" at the top.
According to the schedule, they will be in Toronto Downtown and Airport for fittings Jun 19 - 24th and then about 8 (?) weeks for delivery.

Not a good plan if you need the suit before Labour Day. Not certain if you can order just one suit - least expensive is US$ 449.

GTA & Thereabouts...
To the OP: Can you increase your budget? A cheap suit will look like a cheap suit = pissing away your money. A quality jacket or blazer would start at a minimum of $600 - something from Boss or similar. Perhaps get by and save on a pair of pants?... I'm not sure about that shizer Korry's spouts off on, but Harry Rosen's stuff is 'good' and sold by other quality men's clothiers (including Korry's). At Harry Rosen's, JP Tilford (aka Samuelsohn) or Coppley are where you'd start, I'd think. I hope you fit off-the-rack as well or are at least close...

If you're an Adonis, then you can get buy in something from Value Village as your muscles will ripple through and take care of you... Keep in mind that will only work with some women and not with others and definitely not against your male peers.

The best example I can find are the Rogers commercials... They 'loser' dude always looks like a chump, one step out of his FutureShop salesman career, in comparison to the guy who has the nice gear and gets it done in business and with the ladies. The difference in fashion/quality is noticeable. I guy will respect another guy who's starting off his wardrobe on the right foot.

Stop visiting the escorts and/or the bar for a bit and make the quality clothing purchase happen! Set up an ongoing budget, make a 'relationship' with your tailor or advisor and work towards it buying investment pieces.

For me, I've shopped around in various places, but found my best experience with one guy in particular at Harry Rosen. The guy makes an effort, hussles and works for me.

Be a pimp and do the right thing.

With $400 I'd suggest find a couple extra bucks and make your way across the border. Any given weekend Macy's has Boss/Calvin Klein/Ralph Lauren etc at deep discounts. Yes they're off the rack but as someone mentioned previously - get them adjusted here. You could pick up a $600-$900 suit for $400.

I almost have the GQ body. waist 29", chest 34 and im 5'8 ft tall...i have a slim body.
Actually...that's pretty close to average. Go out and try a few suits - if the suit gods smile on you then the suit may fit very well. You don't neccessarily need a tailor to make you look good, but it'd help of course. Tailoring is only really needed if you have a special fitting issue like a dropped left shoulder or posture issues.

And as for fit...make sure you develop a good eye for fit. This is a good start:

34" Chest is small. OP has no choice but to go made to measure or bespoke. Most OTR suits start at 36". You're going to have to double your budget. There's no way around it. Coppley, which is sold at Harry Rosen and other high end men's clothiers goes down to 34".

People on here are pushing Hong Kong made suits, which I know nothing about.

I can tell you though that men from Hong Kong actually buy their suits here at Harry Rosens in Canada because the like to wear labels like Armani, Canali, Zegna, Boss, Ford, Brioni, etc.

Thx for the link. I know that the number one rule of good clothes is fit, fit, fit. This gives a good guide as to where to start.

There are a few tailors that come into the city from Hong Kong that charge around $500 to start for 1 custom suit but also sell packages. I last dropped $1000 USD. for 2 suits and 4 custom shirts.
