Splitting or resizing mp3 files

iTunes can reduce the bit rate if that's what you mean by resizing. Right click on the songs you want changed and select "convert selection to mp3".
You can set the default rate by selecting Edit > Preferences > Importing.

I use "mp3DirectCut" to edit or tweak them.

I guess you could always use Winrar to split the file into smaller parts (for email)
